Initial Access Page for Authorities Having Jurisdiction (AHJs)

CSAR's State BSAR Coordinators are on call 24/7/365 to support you:

  • CSAR BIS includes a menu of services and resources to assist the AHJ in resolving BSAR incidents, including
    • Coordination of extra-jurisdictional local, statewide, and/or federal BSAR resources,
    • Rapid access to Subject Matter Expert groups (SMEs) to assist with BSAR incidents,
    • Utilization of our unique tech platform (Google Workspace, Slack, SARTopo, etc.) to facilitate...
    • Situational Awareness and Incident Communication across all BIS-coordinated stakeholders.
    • Occasionally, and only upon AHJ request, qualified CSAR coordinators have been deployed on-site to support local overhead needs, especially when the locality is underresourced or on extended incidents where locals need R&R.
  • CSAR's On-Call Coordinators (OCCs) support AHJs as requested, but CSAR DOES NOT assume control of AHJ Incidents.
  • The beginning of an incident is often the most hectic for the local IC. We are happy to undertake any delegatable tasks you would otherwise handle but want to offload temporarily, such as mapping or contacting resources.

Standard Activation - no enrollment required -  call or text our 800 number any time:

  • For Standard Activation of BIS for an incident in Colorado, any AHJ may call or text at any time.
  • Your message should include your name, agency, AHJ, and a brief description of what you need.
  • One of our OCCs will call you promptly to gather information and activate our BIS platform.
  • The OCC will need to validate that the request is officially on behalf of your AHJ. If the OCC does not already know the caller, we may need to call the AHJ main office or local PSAP non-emergent number to verify authorization.
  • We will actively coordinate resources and availability of expert consultation as requested until the incident is resolved.

Rapid Activation Process (RAP)- faster, more direct activation of Resources and Coordination through an App:

  • While RAP use is also free, unlike Standard Activation, it is only available to AHJs who choose to enroll in the program.
  • Please be patient. Our RAP enrollment process, like our coordinator program, is staffed by volunteers who have other jobs, roles and commitments. We will process your enrollment request as soon as practicable.
  • Enrolled AHJs will receive a unique password to access our RAP Dashboard and the App.
  • The app can run on any phone, tablet, or computer with internet access. It consists of a simple form to initiate BIS without the initial back-and-forth phone calls.
  • If selected by AHJ, the form submission simultaneously alerts some of the emergent resources in addition to the OCCs. For example, if a Hoist is requested, the Aviation Resource Managers at CONG are alerted at the same time as OCCs.
  • Parallel processing of requests by key resources, in addition to OCCs, has demonstrably reduced total response times!
  • The AHJ controls the dissemination of each local password, so the OCC does not need to spend additional time calling to verify the request's legitimacy before getting things rolling.
